Abstract
Indeed, Cybersecurity is becoming an essential element in ensuring trust and stability in our digital world. Dependency on online systems and data has not only made different levels of exposure to cyber threats a problem for individuals and organizations but even for governments and states as well. The present study analyzed the legal and ethical aspects of cybersecurity by undertaking the comparative analysis of laws regulating international cyberspace, an examination of ethical theories and certain case studies. In order to have a more thorough understanding of the problems associated with existing legal regulations (such as their fragmentation and enforcement) and the integration of ethics into cybersecurity practices, a mixed-methodology was used (review of cybercrime laws, ethics codes, and surveys among cyber experts). The findings revealed highly fragmented legislation, inconsistent education regarding ethics and a lack of enforcement among cybersecurity practitioners. So, let us now turn to legal solutions to these problems: Harmonization of laws, reviewing of laws and governance and education in cyber environment.
